- - Forschungsrationalität und Forschungsfragen: KMU sehen sich einem immer stärkeren Wettbewerb durch lokale und internationale Unternehmen ausgesetzt, und daher ist Innovation für jedes KMU ein wesentliches Element, um auf dem Markt zu bestehen. Verschiedene Faktoren wie der Zugang zu finanziellen Ressourcen, Humankapital usw. wirken sich auf die Innovationsleistung von Unternehmen aus. Aufgrund mangelnder Ressourcen können KMU Innovationen jedoch nicht isoliert durchführen. Daher spielt der Technologietransfer eine wichtige Rolle bei der Förderung der Innovation in KMU. Der Technologietransfer beschränkt sich nicht nur auf den physischen Transfer eines Vermögenswerts, sondern umfasst auch den Transfer von Know-how und Verfahren. Studien legen nahe, dass der Technologietransfer direkt von der Kapazität der Unternehmen abhängt, die Technologie(n) zu absorbieren. Diese Kapazität wird hauptsächlich durch die internen Anstrengungen der Unternehmen und die Erfahrungen entwickelt, die das Unternehmen bei verschiedenen Technologietransfers und Aktivitäten (insbesondere bei F&E-Aktivitäten) sammelt. Die iranische Wirtschaft war in den vergangenen Jahrzehnten vor allem aufgrund der US-Sanktionen (und der europäischen Sanktionen) isoliert. Diese Sanktionen haben zu einem Rückgang des internationalen Technologietransfers und des Zustroms ausländischer Direktinvestitionen in das Land geführt. Dies hat wiederum zur Folge, dass die iranischen KMU Schwierigkeiten haben, ihre Absorptionskapazität (auf English: Absorptive Capacity) zu entwickeln. Aus diesem Grund benötigen die Unternehmen externe Unterstützung, um ihre Kapazität zur Technologieabsorption zu verbessern. In der Literatur wird darauf hingewiesen, dass Innovationsdienstleister KMU in verschiedenen Formen innerhalb eines Innovationsdienstleistern (auch bekannt als intermediäre oder intermediäre Organisationen) unterstützen. Ziel dieser Studie ist es daher zu verstehen, ob Innovationsdienstleistern auch einen Einfluss auf die Absorptionskapazität von KMU haben, insbesondere in einem isolierten Innovationssystem. Diese Studie untersucht die Absorptionskapazität iranischer KMU in der Automobilindustrie (die eine der höchsten Zahlen an industriellen KMU aufweist) und die Art der Dienstleistungen, die sie von Innovationsdienstleistern erhalten. Das Hauptziel der Forschung ist es, zu untersuchen, ob diese Dienstleistungen die Absorptionskapazität der KMU beeinflussen. Die Hauptforschungsfrage in dieser Studie lautet daher: Beeinflussen intermediäre Dienstleistungen die technologische Absorptionskapazität von KMU? - Literaturübersicht und Forschungsmethoden: Nach der Erläuterung der Forschungsgrundlagen und -ziele in Kapitel eins wird in Kapitel zwei eine ausführliche Literaturübersicht zum Thema gegeben.Um die Forschungsfrage zu beantworten, bietet Kapitel zwei dieser Studie eine ausführliche Literaturübersicht über das Innovationssystem, den Technologietransfer, die Absorptionskapazität und stellt die Innovationsdienstleistern als wichtige Säule des Innovationssystems dar. Nach der Durchsicht der Literatur schlägt die Studie eine Kategorisierung der Transferdiensten (intermediäre Dienstleistungen im Technologietransfer) entsprechend ihrer Auswirkungen auf verschiedene Dimensionen der Absorptionskapazität vor. Diese Kategorisierung führt zur Entwicklung des Forschungsmodells, das in den nächsten Schritten der Studie getestet wird. In Kapitel drei werden zunächst das Forschungsparadigma und die Methoden erörtert. Im Folgenden wird die Forschung operationalisiert, indem die wichtigsten Konstrukte dieser Studie analysiert werden. Danach wird untersucht, wie in dieser Studie sowohl quantitative als auch qualitative Ansätze zur Beantwortung der Forschungsfrage eingesetzt werden. In dieser Studie wurden zunächst 77 Fragebögen von den KMU des Automobilsektors gesammelt, und anschließend zwölf Interviews geführt, um die Wirkungsweise der Innovationsdienstleistern und ihr Dienstleistungsportfolio zu verstehen. - Ergebnisse und Diskussion: Die Forschungsergebnisse werden in zwei Kapiteln vorgestellt. Kapitel vier bietet ein qualitatives Verständnis des Kontextes, indem es die Automobilindustrie vorstellt und die Akteure des automobilen Innovationssystems anhand primärer und sekundärer qualitativer Daten abbildet. Anschließend werden das Profil der Dienstleistern und ihr Leistungsportfolio analysiert und in einer Leistungsportfolio-Matrix nach ihrem Organisationstyp (Netzwerkorganisationen, Technologiemanagement-Organisationen, Bildungs- und Forschungsorganisationen und Produktentwicklungsorganisationen) sowie den Transferleistungen, die sie den KMU in der Automobilindustrie anbieten, gruppiert. Die Ergebnisse zeigen, dass in den vergangenen Jahrzehnten verschiedene Innovationsdienstleister entstanden sind. Dabei handelt es sich jedoch hauptsächlich um öffentliche oder gemeinnützige Organisationen, während private Dienstleistern nach wie vor selten vorkommen (wenngleich die Zahl kontinuierlich steigt). Daher richten sich der Innovationsdienstleister bei der Gestaltung ihrer Dienstleistungen hauptsächlich nach den staatlichen Subventionen, so dass ihre Dienstleistungen nicht auf die Bedürfnisse der KMU abgestimmt sind. Aus den Gesprächen mit den Innovationsdienstleistern geht hervor, dass sich die meisten auf grundlegende Dienstleistungen konzentrieren (z. B. Vernetzung, allgemeine Workshops zum Kapazitätsaufbau für die Verwaltung und Eintragung von geistigem Eigentum, Sensibilisierungsveranstaltungen usw.), während komplexere F&E-Förderungen in der Regel für Unternehmen und staatliche Stellen angeboten werden. Die Ergebnisse zeigen auch, dass außer den Wissenschafts- und Technologieparks (die Dienstleistungen für wissensbasierte Unternehmen anbieten) kein anderer Akteur Dienstleistungen zur Entwicklung neuer Produkte für KMU anbietet. Andere Akteure bedienen hauptsächlich Großunternehmen, die die wichtigsten Automobilhersteller sind. Kapitel fünf enthält quantitative Ergebnisse aus Erhebungen. In diesem Kapitel werden der Stand des Technologietransfers in den Unternehmen und das Niveau der ACAP-Dimensionen Akquisition, Assimilation, Transformation und Verwertungskapazitäten dargestellt. Darüber hinaus werden die Verbindungen der Unternehmen zu 14 verschiedenen Arten von Innovationsdienstleistern und die Häufigkeit der Inanspruchnahme von 19 verschiedenen Arten von Transferdienstleistungen bewertet. Die Ergebnisse zeigen, dass die Stichprobe hauptsächlich aus Privatunternehmen, Kleinstunternehmen, kleinen Unternehmen besteht, die keine Transferdienste nutzen, obwohl sie in Industrieparks und Wissenschafts- und Technologieparks angesiedelt sind (obwohl sie Zugang zu einigen Innovationsdienstleistern hatten). Dennoch hat die Inanspruchnahme von Transferdiensten einen signifikanten Einfluss auf alle Dimensionen der Absorptionskapazitäten der Unternehmen. Um zu verstehen, welche Art von Transferleistungen sich auf welche Dimension der Kapazität auswirkt, werden in dieser Studie die Leistungen in vier Kategorien eingeteilt: Bewertungsleistungen, Finanzierungs- und Auftragsvergabeleistungen, Wissens- und Innovationsmanagementleistungen und Leistungen zur Entwicklung neuer Produkte. Die Analyseergebnisse deuten darauf hin, dass die Inanspruchnahme von Bewertungsdiensten einen signifikanten und positiven Effekt auf die Kapazität der Unternehmen zum Technologieerwerb, zur Assimilation und zur Transformation hat. Dagegen hat die Inanspruchnahme von Finanzierungs- und Vertragsdienstleistungen einen signifikanten, aber negativen Einfluss auf die Kapazität der Unternehmen, die übernommene Technologie zu transformieren. Darüber hinaus hat die Nutzung von Wissens- und Innovationsmanagementdiensten, die von Dienstleistern angeboten werden, eine signifikant positive Auswirkung auf die Kapazität der befragten Unternehmen, Technologie umzuwandeln und zu nutzen. Schließlich deutet die Studie darauf hin, dass Dienstleistungen zur Entwicklung neuer Produkte im Gegensatz zu früheren Studien (Colombo et al., 2015) keine der Dimensionen der Absorptionskapazität von Unternehmen beeinflussen. Obwohl die Effektstärken für alle Transferleistungen zwischen sehr gering und gering variieren, kann die Rolle der Innovationsdienstleistern und der von ihnen angebotenen Transferleistungen nicht vernachlässigt werden. Kapitel sechs bietet eine Diskussion der wichtigen Ergebnisse durch Triangulation quantitativer und qualitativer Daten und geht auf die Forschungslücke ein, die diese Ergebnisse schließen. Das siebte Kapitel schließt die Studie ab, indem es die theoretischen und verwaltungstechnischen Umsetzungen dieser Forschung, die Grenzen der Forschung und mögliche Richtungen für zukünftige Forschung hervorhebt. Zusammenfassend lässt sich sagen, dass diese Forschungsarbeit zum Verständnis der Rolle der Innovationsdienstleistern bei der Unterstützung der Kapazitätsentwicklung von KMU beiträgt. Sie bietet ein tieferes Verständnis der Transferdienste und eine Klassifizierung, um diese Dienste zu kategorisieren und ihre Auswirkungen auf die Technologieabsorptionskapazität zu messen. Die Ergebnisse deuten darauf hin, dass Transferdienste die Absorptionskapazität von KMU beeinflussen, indem sie verschiedene Dimensionen dieser Kapazität beeinflussen. Folglich sollten Transferdienste gefördert werden, um die Absorptionskapazität von KMU zu verbessern.

- - Research rationality and research questions: SMEs face increasing competition from local and international companies, and innovation is therefore an essential element for any SME to survive in the market. Various factors such as access to financial resources, human capital, etc. have an impact on the innovation performance of companies. However, due to a lack of resources, SMEs cannot innovate in isolation. Technology transfer, therefore, plays an important role in promoting innovation in SMEs. Technology transfer is not limited to the physical transfer of an asset, but also involves the transfer of know-how and processes. Studies suggest that technology transfer is directly dependent on the capacity of firms to absorb the technology(s). This capacity is mainly developed through the internal efforts of the companies and the experience gained by the company in various technology transfers and activities (especially R&D activities). Iran's economy has been isolated in recent decades, largely due to the US (and European sanctions). These sanctions have led to a decline in international technology transfer and the inflow of foreign direct investment into the country. This in turn means that Iranian SMEs have difficulties in developing their absorption capacity (in English: Absorptive Capacity). For this reason, companies need external support to improve their technology absorption capacity. In the literature, it is noted that innovation service providers support SMEs in various forms within an innovation service provider (also known as intermediary or intermediary organisations). The aim of this study is therefore to understand whether innovation service providers also have an influence on the absorption capacity of SMEs, especially in an isolated innovation system. This study examines the absorption capacity of Iranian SMEs in the automotive industry (which has one of the highest numbers of industrial SMEs) and the type of services they receive from innovation service providers. The main objective of the research is to investigate whether these services influence the absorption capacity of SMEs. The main research question in this study is therefore: Do intermediary services influence the technological absorption capacity of SMEs? - Literature review and research methods: After explaining the research principles and objectives in chapter one, a detailed literature review on the topic is given in chapter two. To answer the research question, chapter two of this study provides a detailed literature review on the innovation system, technology transfer, absorption capacity and presents innovation service providers as an important pillar of the innovation system. After reviewing the literature, the study proposes a categorization of transfer services (intermediary services in technology transfer) according to their impact on different dimensions of absorption capacity. This categorization leads to the development of the research model, which will be tested in the next steps of the study. Chapter three first discusses the research paradigm and methods. In the following, the research is operationalized by analyzing the main constructs of this study. It then examines how both quantitative and qualitative approaches are used to answer the research question in this study. In this study, 77 questionnaires were first collected from SMEs in the automotive sector, followed by twelve interviews to understand the effectiveness of innovation service providers and their service portfolio. - Results and discussion: The research results are presented in two chapters. Chapter four provides a qualitative understanding of the context by introducing the automotive industry and mapping the actors of the automotive innovation system using primary and secondary qualitative data. Subsequently, the profile of the service providers and their service portfolio are analysed and grouped in a service portfolio matrix according to their type of organisation (network organisations, technology management organisations, education and research organisations and product development organisations) and the transfer services they offer to SMEs in the automotive industry. The results show that various innovation service providers have emerged in recent decades. However, these are mainly public or non-profit organisations, while private service providers are still rare (although the number is constantly increasing). As a result, innovation service providers are mainly guided by state subsidies when designing their services, so that their services are not adapted to the needs of SMEs. Discussions with innovation service providers show that most focus on essential services (e.g. networking, general capacity-building workshops for intellectual property management and registration, awareness-raising events, etc.), while more complex R&D funding tends to be offered to businesses and public authorities. The results also show that, apart from science and technology parks (which provide services to knowledge-based enterprises), no other actor offers services to develop new products for SMEs. Other players mainly serve large companies, which are the main car manufacturers. Chapter five contains quantitative results from surveys. This chapter presents the state of technology transfer in companies and the level of the ACAP dimensions of acquisition, assimilation, transformation and exploitation capacities. In addition, the links of enterprises to 14 different types of innovation service providers and the frequency of use of 19 different types of transfer services are assessed. The results show that the sample consists mainly of private enterprises, micro-enterprises, small enterprises that do not use transfer services, although they are located in industrial parks and science and technology parks (although they had access to some innovation service providers). Nevertheless, the use of transfer services has a significant impact on all dimensions of companies' absorption capacities. In order to understand which type of transfer services affect which dimension of capacity, this study classifies services into four categories: evaluation services, financing and procurement services, knowledge and innovation management services, and new product development services. The analysis results suggest that the use of valuation services has a significant and positive effect on companies' capacity to acquire, assimilate and transform. On the other hand, the use of financing and contract services has a significant but negative impact on companies' capacity to transform the technology they have acquired. In addition, the use of knowledge and innovation management services offered by service providers has a significant positive impact on the capacity of the companies surveyed to transform and use technology. Finally, the study suggests that, unlike previous studies (Colombo et al., 2015), new product development services do not affect any of the dimensions of firms' absorption capacity. Although the effect sizes for all transfer services vary between very low and low, the role of innovation service providers and the transfer services they offer cannot be neglected. Chapter six provides a discussion of the important findings by triangulation of quantitative and qualitative data and addresses the research gap these findings fill. The seventh chapter concludes the study by highlighting the theoretical and administrative implementations of this research, the limitations of the research, and possible directions for future research. In summary, this research contributes to understanding the role of innovation service providers in supporting the capacity development of SMEs. It provides a deeper understanding of transfer services and classification to categorize these services and measure their impact on technology absorption capacity. The results suggest that transfer services influence the absorption capacity of SMEs by influencing different dimensions of this capacity. Consequently, transfer services should be promoted in order to improve the absorption capacity of SMEs.
